Resurfaced street's lack of lane markings a hazard for drivers

THE PROBLEM: The new look of a freshly resurfaced residential street can last month after month: a pitch-black surface with no cracks, skid marks or oil leaks.

But two months after the slurry seal has been poured, shouldn't the lane markings and turn arrows that were covered by the new asphalt be repainted?

John Hinkle, who lives near Pomerado Road and Higa Place in Rancho Bernardo, waited several weeks before calling the city about the missing road markings on Higa, a short side street.

Hinkle noticed that some drivers were having trouble at the crossing without the extra guidance. Once when he was waiting at the traffic signal to drive straight across Pomerado Road, a motorist in the unmarked left-turn lane drove straight across, too.

And on a visit Sunday, there were cars waiting right in the middle of the street, straddling what should have been separate lanes.

Hinkle called the city Field Division, which oversees the contractors who perform the slurry sealing and repainting, then called Just Fix It a few days later when the intersection still hadn't been finished.

STATUS: Hinkle's call to the Field Division finally brought an on-site inspection from an engineer, who promised to get the job finished.

Dave Zoumaras, deputy director of the division, offered the same assurance Monday. He noted that the contract for the work usually specifies how quickly lane markings, arrows, stop lines and the like – which are done by the same contractor that lays down the slurry seal – need to be repainted.

“We don't really like it if the contractor forgets something like that more than 10 days or so, but it happens from time to time,” Zoumaras said. “Generally in a situation like this, I'll tell them it needs to be done as soon as possible.”

A fix is expected within a matter of days.
